Multi-Service Center Energy Efficiency Upgrades

Background

The Multi-Service Center (MSC) is Long Beach’s primary hub for individuals experiencing homelessness, connecting thousands of community members each year to critical services and support. To ensure the facility remains safe, functional and suitable for years to come, the City is launching the first phase of the Multi-Service Center Energy Efficiency Upgrades project.

The existing roof and HVAC systems have reached the end of their service life, resulting in leaks and reduced performance. This first phase will install a new insulated, heat-reflective roofing system designed to improve thermal performance and extend the roof’s lifespan. Aging rooftop HVAC units will be replaced with modern, energy-efficient systems, and new structural steel screen walls will be added to protect rooftop equipment. The project also includes replacing and upgrading existing skylights to improve natural lighting and weather protection. Together, these improvements will strengthen the facility’s durability, reduce energy costs, and support the continued usability of the Multi-Service Center for years to come.

This project is part of the Elevate ’28 Infrastructure Investment Plan, a historic initiative dedicated to enhancing Long Beach parks, community facilities, mobility access, and streets. Learn more at lbelevate28.com.

This project is supported through Measure A, AB 32 and California Natural Resources Agency (CNRA) State funds.

April 2026

Construction is underway, and significant progress has been made on the HVAC and Roof Improvement project. 

Existing HVAC equipment has been fully removed, and temporary HVAC systems are currently in place to maintain building operations during construction. To support the installation of new rooftop HVAC units, additional structural reinforcements have been added to the existing roof framing system. 

Work is also progressing on the roof replacement. The old roof membrane has been removed, and crews are actively installing the new roof system over the lobby area. Beginning next week, construction will move to the office-side roof installation. As part of the new roof installation, new waterproofing and flashing systems are being installed. Existing skylights will also be replaced as part of this work. 

Once the new roof membrane installation is complete, the new permanent HVAC units will be installed in the coming weeks, further enhancing the building’s comfort, efficiency, and long-term reliability.
