Private Development

The Public Works Private Development team supports safe, sustainable, and coordinated private development throughout Long Beach. The team reviews plans, issues permits, and provides technical guidance for improvements within and adjacent to the public right-of-way, including utilities, street and sidewalk improvements, driveways, grading, encroachments, and other private construction activities.
Committed to helping applicants navigate the development process with confidence, the team works to ensure projects meet City standards, protect public infrastructure, and maintain safe and accessible conditions for the community.
Private Development Guidelines
The Private Development Team manages permits in the right-of-way for residential, commercial, and industrial projects led by private property owners and developers. The Public Works Development Guidelines outlines the City’s private development process with key steps, timelines, and responsibilities.
Applicants proposing development within the public right-of-way are required to review the Public Works Development Guidelines before applying for permits to ensure compliance with applicable requirements.
