Overview
The Energy and Environmental Services (EES) Department integrates the City’s essential services related to waste management, recycling and energy resources. The department manages Long Beach’s collection, recycling and materials management programs, helping residents, visitors, schools and businesses reduce waste and recycle properly.
We collect trash and organics for about 120,000 residential and commercial customers served by the City. The department also oversees one of the nation’s largest urban oil fields, producing nearly 8 million barrels of oil each year, and maintains a strong environmental safety record.
What We Do
Trash and Recycling:
We collect trash and organics for about 120,000 residential and commercial customers served by the City. We also oversee the contracted collection of trash, recycling, and organics for the remaining areas of Long Beach, ensuring consistent service citywide.
Energy:
We safely manage local oil operations and compliance for the Southeast Resource Recovery Facility (SERRF) and its future transition.
Our Mission
Our goal is to safely manage the City's oil operations, transition the SERRF site into a new facility, and provide excellent trash, recycling, and organics collection services. We also make sure the City follows all state and local waste laws.
Our Focus
In 2026, the Energy & Environmental Services (EES) Department was created to strengthen how the City delivers environmental services, manages resources, and prepares for future infrastructure needs:
Oil Operations: Manages Long Beach’s oil operations and ensures responsible energy resource management.
Administrative Services: Oversees the SERRF site transition, evaluates projects for Department facilities and infrastructure, manages the department's finances and personnel services, and supports a safe workplace.
Collections & Customer Service: Responsible for trash and organics collection, route operations, fleet coordination, and daily field operations supporting the City’s waste collection services and customer service.
Materials Management: Oversees contracted collections of solid waste, recycling programs collection and education, organics education, solid waste compliance, public-facing waste diversion programs and public information.
