The Prohousing Designation Program is a state initiative administered by the California Department of Housing and Community Development (HCD). It recognizes cities that take meaningful steps to support housing production and preservation through programs that allow for faster housing production, lower development costs, and increased financial support for housing production.

The designation can benefit the City and housing developers. Designated cities may be eligible for additional state funding. Qualifying housing projects may also receive priority or points in state funding applications.

The designation also allows cities to apply for the Prohousing Incentive Program (PIP). PIP provides funding to support affordable housing development and preservation. In the last award cycle, Long Beach received $1.38 million in PIP funds to support programs such as the City's Backyard Builders Program.

Application Overview

Cities must renew their Prohousing Designation about every three years. Long Beach received its current designation in 2023, and it expires Jan. 1, 2027. The City has started the process to apply for a new designation

The application will outline the City’s ongoing and proposed prohousing policies across several categories established by HCD, including:

  • Favorable zoning and land use
  • Acceleration of Housing Production Timeframes
  • Reduction of Construction and Development Costs
  • Provision of Financial Subsidies

To qualify, the Citymust meet all program requirements, complete a self-scoring processand provide supporting documents. Applications must receive at least 30 points. After an application is submitted, HCD has 60 days to review it and provide feedback.

  • Outreach through a variety of methods including email distribution, social media outreach and an in-person workshop
  • Making the draft application available for public review for at least 30 days
  • Public hearing announcing the City’s intent to apply
  • Collection, consideration and effort to incorporate public feedback and comments
Once the draft application is complete, the City will post it online for 30 days of public review and comment. Printed copies will also be available at Long Beach public libraries and the Permit Center on the second floor of City Hall.
