The State of California governs landscape water efficiency through the Model Water Efficient Landscape Ordinance (MWELO). MWELO establishes a framework for the design, installation and maintenance of applicable new and rehabilitated landscapes. The goals of MWELO are to reduce outdoor water use, promote the use of drought-tolerant and native plants, encourage efficient irrigation systems, establish sustainable landscape practices and conserve California’s precious water resources.

Project Applicability

A MWELO permit is required if your project requires a building permit, plan check or design review and includes either:

  • New Landscape with an aggregate area of 500 square feet or more or
  • Rehabilitated Landscape with an aggregate area of 2500 square feet or more

Landscape rebates for replacing turf, installing native plant parkways and direct landscape installation can be found through LB Utilities. Designs must be approved by LB Utilities before submitting for a MWELO permit, if necessary. Rebates for equipment such as smart controllers, rain barrels, irrigation nozzles and more are available through SoCal WaterSmart.

Process

  1. Determine your MWELO compliance pathway and review the appropriate checklist for your Landscape Documentation Package
  2. Complete and submit the Landscape and Irrigation Section of the Building Permit Application alongside the Landscape Documentation Package
  3. Permit Plan Check and approval by the Planning Bureau
  4. Initial inspection at the start of work by Planning Bureau
  5. Final Inspection by Planning Bureau and Certificate of Completion Package submittal
  6. Certificate of Completion Package approval

The Long Beach Municipal Code Chapter 21.42 contains landscaping regulations for all zoning districts and includes:

  • General landscaping requirements for all yard areas and setbacks
  • Special requirements for water efficient landscaping
  • Landscape requirements for R-3, R-4, and non-residential districts
  • Parkway landscape standards
  • MWELO requirements
