In Progress Initiatives & Programs

The City is preparing ADU and SB 9 ordinances to promote pro-housing policies while maintaining compliance with state laws. Both will be standalone ordinances, but their design and development standards will be complementary to ensure internal consistency and reduce ambiguity for the community, project applicants and City staff.

The Microenterprise Home Kitchen Operations (MEHKO) Act, is a California law that allows individuals to prepare and sell meals directly from their home kitchens. The law provides a legal framework for small-scale, home-based food businesses and aspiring entrepreneurs to enter the food industry with lower startup costs. The proposed ordinance will include amendments to the Zoning Regulations and Long Beach Municipal Code.

The Mobile Food Facility (e.g., food trucks) Ordinance proposes food truck regulations for operation on private property. Concurrent changes are proposed for food truck operations in other sections of the Long Beach Municipal Code that are under the direction of multiple City departments, including Health and Human Services, Financial Management and Public Works.

The City's Planning Bureau is comprehensively updating its zoning code for the first time since 1989 through a multi-year project called Zone In. Rezoning will help meet existing and future housing needs and support the creation of more complete communities where housing, jobs and shopping are located more closely together and focused near the highest quality public transportation within the City.

The Downtown Shoreline Plan aims to create a community vision and guidelines for creation of a world-class waterfront that will serve as a global destination. The City is undertaking a multistep planning effort to overhaul the District’s outdated land use and zoning regulations and create an enhanced waterfront that is accessible, affordable, clean, financially sustainable and equitable.

The City of Long Beach has begun the process of updating the Open Space and Recreation Element (OSRE) of the General Plan. The OSRE Update will support the development of consistent policymaking centered on improved park accessibility for current and future generations, with a special focus on increasing open space opportunities in historically park-poor neighborhoods.

The City’s Planning Bureau is currently in the early stages of reviewing the existing Downtown Plan (Plan). This involves analyzing issues and opportunities, considering the historical context and current conditions and evaluating the impact of the Plan over the past ten years. Additionally, the Bureau is devising strategies to effectively update the plan for future growth while ensuring compliance with state laws and improving its implementation moving forward.

The Enhanced Density Bonus Ordinance facilitates the development of mixed income multi-family housing by establishing regulations that offer a density bonus and development concessions in exchange for the provision of on-site affordable housing units.

The Community Development Department oversees a number of housing policies, gathering input and informing the community of numerous housing and zoning initiatives. These initiatives will encourage and grow housing production, increase housing affordability, reduce tenant displacement and attract innovative developments in high-resource areas.

Recently Completed Initiatives & Programs

The City of Long Beach is developed a comprehensive strategic plan to enhance the quality of life in West Long Beach. Livable West Long Beach will coordinate and prioritize existing improvement projects which are most important to the community.

In June 2022, the Long Beach City Council unanimously approved a recommendation for City staff to work with community stakeholders to create a visioning process and feasibility plan for the LGBTQ+ Cultural District (District). The District aims to educate visitors about LGBTQ+ culture and history community, support LGBTQ+ businesses and institutions and invest in public improvements to ensure the LGBTQ+ community continues to thrive.

The City of Long Beach proposed a Zoning Code update that will address the regulation of e-commerce and delivery-only retailers throughout the City. The Zoning Code amendment focuses on addressing current impacts while anticipating future retail trends and e-commerce opportunities.

The City of Long Beach Inclusionary Housing Policy requires all new housing development projects, proposing 10 or more residential units to include some affordable housing units, rather than being solely market-rate. The Long Beach City Council adopted key updates to the policy on April 1, 2025.

The Parking Exempt Area Map provides exemptions from parking count minimums as otherwise required by the Zoning Regulations. The Parking Exempt Area map was adopted on January 30, 2025.

The City has adopted a technical update to the Subdivision Ordinance to be consistent with current State law, as well as provide tools that make the process simpler and more straightforward for City staff, developers and the general public. Long Beach City Council adopted the ordinance on December 19, 2023, repealing and replacing the Subdivision Regulations (Title 20) in its entirety.

The City of Long Beach strives to be a more sustainable and resilient city in the face of climate change impacts such as air pollution, extreme heat, drought, coastal storm surge, and sea-level rise. The Long Beach Climate Action Plan, also known as the Climate Action and Adaptation Plan, was approved by the City Council on August 16, 2022.
