This consolidated permit application should be used for all projects that involves more than one of the following scope of work: building, grading, fire, electrical, mechanical, plumbing, landscape and/or sign.  If the scope of work is minor in nature and does not require a plan review (known as an Express Permit), an Express Permit Application may be used. Overview

Assembly Bill (AB) 2234 that went into effect January 1, 2024, requires local jurisdictions to make available on their websites the requirements for any post-entitlement phase permit (including building permits or demolition permits) for projects that are primarily or entirely residential. Information required to be posted includes required submission materials and examples of complete plan sets for at least five types of housing projects. AB 2234 also requires jurisdictions to determine whether a post-entitlement phase permit application is completed within 15 days of receiving the application, requires project review to be complete within 30 days for projects 25 units or fewer, and 60 days for projects 26 units or more. Finally, the law requires that jurisdictions have an online permit system where applicants can apply for such permits.

The bill is another step in the state legislature’s continued efforts to facilitate housing production. One requirement of AB 2234 is to provide permit application lists specifying required application materials as well as examples of at least five types of housing development applications and permits, including accessory dwelling units, duplexes, townhomes, multi-family and mixed-use developments.
