The application period for the First-Time Homebuyer Assistance Program is now closed.

The First-Time Homebuyer Assistance Program (FTHBP) provided financial assistance to low- and moderate-income households historically underrepresented in homeownership. The program supported eligible first-time and first-generation homebuyers in purchasing a home and building long-term, multi-generational wealth.

History and Impact

Funding Icon  The program was funded through the Long Beach Recovery Act. A total of $1.8 million in grant funding was awarded to 76 households between March 2023 and September 2025 to support down payment and eligible closing costs.
House and Key Icon The program initially prioritized households located within Community Development Block Grant (CDBG) areas, which are neighborhoods with a majority of low-to-moderate-income residents that have experienced economic challenges including housing costs that outpace income, limited access to credit and a history of redlining that restricted mortgage access for people of color. In the program's second year, eligibility was expanded to include households outside of CDBG areas. As a result, 83% of grant recipients resided in CDBG areas.

First-Time Homebuyer Program Grantees

Quote Icon I had to put very little down. I had sufficient income and good credit, but due to financial hardship, I lost my down payment. This was just enough to get into a place and have a more comfortable setting for me and my son who is nine years old. Quote Icon
Quote Icon With the rising cost of everything, saving up for a down payment was the biggest struggle and it seemed unattainable. With the grant, I was able to not only give a down payment, but I was also able to buy down my rate which helped immensely!  Quote Icon

The grant helped me break generational financial barriers in my family. This allowed me to bring housing for my family who have rented for years and allowed me to be able to look into being financially stable.
