The application period for the First-Time Homebuyer Assistance Program is now closed.
The First-Time Homebuyer Assistance Program (FTHBP) provided financial assistance to low- and moderate-income households historically underrepresented in homeownership. The program supported eligible first-time and first-generation homebuyers in purchasing a home and building long-term, multi-generational wealth.
History and Impact

The program was funded through the Long Beach Recovery Act. A total of $1.8 million in grant funding was awarded to 76 households between March 2023 and September 2025 to support down payment and eligible closing costs. |

The program initially prioritized households located within Community Development Block Grant (CDBG) areas, which are neighborhoods with a majority of low-to-moderate-income residents that have experienced economic challenges including housing costs that outpace income, limited access to credit and a history of redlining that restricted mortgage access for people of color. In the program's second year, eligibility was expanded to include households outside of CDBG areas. As a result, 83% of grant recipients resided in CDBG areas. |
