Cannabis Distribution LicenseA cannabis distributor may transport, store, package, and label cannabis goods. In some cases, a distributor may be responsible for coordinating the testing of cannabis products and performing a quality assurance review of the products before they are distributed to a retailer.
A licensed distributor can only distribute cannabis goods, cannabis accessories, and other cannabis licensees’ branded merchandise or promotional materials.

Existing medical cannabis distributors in Long Beach may apply to co-locate (perform both medical and adult-use distribution). Effective February 9, 2019, any medical distributor that applies to conduct adult-use distribution at their proposed or existing location must also meet the new zoning and location requirements for adult-use cannabis businesses.

A "Type 11" Distributor according to the State is responsible for all distribution activities including:
A "Type 13" Distributor according to the State is only allowed to transport cannabis products between other cannabis licensees.However, a Transport Only Distributor cannot transport any cannabis goods except for immature cannabis plants and seeds to a licensed retailer.
Application Process Overview
|Step 1||If applying for an adult-use cannabis business license, determine your status as an Equity Business through the Office of Cannabis Oversight.|
|Step 2||Submit a completed Cannabis Distribution Business License Application along with all supporting documents to the Long Beach Business License Division.

|Step 3||After submitting the application to Business License, visit Zoning. Zoning reviews the business location for buffers, zoning, and parking requirements.|
|Step 4||Pay application fees and leave City Hall.|
|Step 5||Business License will review the application and all supplemental documents for completeness.|
|Step 6||The applicant will receive an email and letter from Business License that the application is complete and can proceed in the process.|
|Step 7||The applicant continues through the Department Reviews & Inspections process.|
|Step 8||Once permits are issued, the applicant will receive a Letter of Local Authorization to apply for a State cannabis license.|
|Step 9||Department inspections are finalized and departments approve the business in the online licensing system.|
|Step 10||The business license is issued.|
