Adult-Use Cannabis Dispensary (Retailer)

An adult-use cannabis dispensary sells cannabis goods to customers 21 years of age or older at its storefront location. A dispensary must have a licensed physical location open to the public. A licensed dispensary may also deliver cannabis goods to customers in Long Beach.

Currently, the City of Long Beach is only accepting applications for adult-use dispensaries from the thirty two (32) existing Medical Cannabis Dispensaries in Long Beach

The application period for any new dispensaries and delivery is closed. The application period will only be reopened if a dispensary license is surrendered or revoked pursuant to Long Beach Municipal Code Section 5.90.080. 

Become a Co-Located Dispensary

The thirty two (32) existing Medical Cannabis Dispensaries in Long Beach may apply to co-locate adult-use and medical cannabis sales from their existing premises without regard for the new zoning and location requirements for adult-use cannabis businesses. 

The dispensary must always have both the Medical Cannabis License and Adult-Use Cannabis license to conduct adult-use sales. If the medical license becomes inactive, the adult-use license will automatically become null and void.  

 Application Process Overview

Step 1 Determine your status as an Equity Business through the Office of Cannabis Oversight.
Step 2 Submit a completed Cannabis Dispensary Business License Application along with all supporting documents to the Long Beach Business License Division.

7:30 a.m. to 4:00 p.m.

Step 3 After submitting the application to Business License, Zoning will review the application for buffers, zoning, and parking requirements
Step 4 Pay application fees and leave City Hall. 
Step 5 Business License will review the application and all supplemental documents for completeness.  
Step 6 The applicant will receive an email and letter from Business License that the application is complete and can proceed in the process. 
Step 7 The applicant continues through the Department Reviews & Inspections process.

If the existing dispensary is not making any physical modifications to the premises, only inspections are necessary. 
Step 8 Once it is determined if permits or inspections are needed, the applicant will receive a Letter of Local Authorization to apply for a State cannabis license. 
Step 9 Department inspections are finalized and departments approve the business in the online licensing system.  
Step 10 The business license is issued.
