The Department of Public Works manages permits in the right-of-way for residential, commercial, and industrial projects led by private property owners and developers. The Public Works Development Guidelines outlines the City’s private development process with key steps, timelines, and responsibilities.
Applicants proposing development within the public right-of-way are required to review the Public Works Development Guidelines before applying for permits to ensure compliance with applicable requirements.

The Public Works Department issues permits authorizing temporary or long-term use of the City of Long Beach right-of-way, including streets, and other public property. Permit activities include excavation, utility installations, wireless telecommunications facilities (small cells), and other work within the public right-of-way.

- A General Liability Endorsement Form will be required. The type is dependent on the scope and nature of the permitted activity.
- For projects involving non-standard public improvement installations within the right-of-way, an Installation and Maintenance Agreement will be required.
- All applications must thoroughly review the Insurance and Endorsement Requirements, as failure to meet the stated coverage obligations may delay processing or approval.
Off-site Improvement Plans
Off-site improvement plans shall be developed for proposed improvements within the Public Right-of-way, typically associated with private development projects. Plans shall be submitted to the Private Development Group for review, approval and permit issuance. Off-site improvement plans shall be drafted on 24”x36” sheets, on the City of Long Beach title block, with the General Notes incorporated into the plan set. The plans shall also conform to the Engineering Checklist. Monitoring Well Permit Applications authorize the installation, use, and maintenance of monitoring wells and other permanent subsurface facilities located within the public right-of-way that require ongoing surface access. These facilities typically include a cap, lid, vault, or similar access point at or near ground level and may be used for groundwater monitoring, environmental investigations, utility systems, or other approved purposes.

Temporary occupancy permits are available to authorize placing a storage pod or dumpster bin on a parking lane for up to 90 days.

Requests for a driveway red-tip curb or the repainting of existing red tip curbs that meet all conditions and requirements are considered for approval. Driveway red tip curb or repainting of existing red tip curbs are offered at a fee per location.

California law (Vehicle Code Sections 35550–35551) requires commercial vehicles exceeding standard weight limits to obtain an overweight permit. The permit allows eligible trucks to transport loads up to 95,000 pounds.

The Long Beach Municipal Code imposes parking restrictions on oversized vehicles that exceed 85” high, 80” wide, or 22’ long. Residents may apply for up to 12 free permits per calendar year to park oversized vehicles adjacent to the residence within the public right-of-way for a maximum of 72 consecutive hours.
