Shoreline Drive Realignment Project

Background

The Shoreline Drive Realignment Project will significantly reshape a key area of downtown Long Beach, transforming what is currently an area divided by a highway into a safer, greener, and more connected community space. This project is also key in preparation for the larger Shoemaker Bridge Replacement Project.

This area is being reimagined with a focus on improving access, safety, and quality of life for nearby neighborhoods. By realigning a segment of Northbound Shoreline Drive to the west, alongside Southbound Shoreline Drive, the project will connect Cesar E. Chavez Park and surrounding communities with an expanded and accessible green space.

Key Improvements Include:

  • Realignment of Northbound Shoreline Drive, converting approximately 5.6 acres of existing roadway into new parkland, nearly doubling the size of Cesar E. Chavez Park.
  • Widening Southbound Shoreline Drive to support two-way traffic between Ocean Boulevard and 7th Street, improving circulation and maintaining key access points.


Funded in part by a Reconnecting Communities Grant from the U.S. Department of Transportation (USDOT), this project is designed to help reverse the impacts of past infrastructure decisions that divided communities.

The realigned Shoreline Drive and new Shoemaker Bridge will feature dedicated bike and pedestrian paths, enhancing mobility and improving connections between the east and west sides of the I-710 corridor.

These projects are part of the Elevate ’28 Infrastructure Investment Plan, a historic initiative dedicated to enhancing Long Beach parks, community facilities, mobility access, and streets. Learn more at lbelevate28.com.

Project Features

 
  • Roadway Updates

    • New Signalized T-Intersection:
      Construct a new, signal-controlled intersection at West Shoreline Drive and the terminus of West Broadway.
    • Realignment of Broadway:
      Convert Broadway into a two-way street between the new Shoreline Drive intersection and Magnolia Avenue, including a protected bike and pedestrian path. No on-street parking will be allowed in this segment.
    • Reconfiguration of 3rd Street at Golden Avenue:
      Convert the intersection into a T-intersection. Remove access from 3rd Street to Shoreline Drive and the I-710 Freeway.
      • 3rd Street will become a two-way street between Golden Avenue and Magnolia Avenue.
      • Include a protected westbound bike lane and a shared eastbound bike/motorist lane, marked with shared-use pavement indicators.
      • On-street parking will be permitted along this segment.
    • Loop Ramp Removal:
      Eliminate the existing connector ramp from northbound Shoreline Drive to Ocean Boulevard to improve circulation and reduce excess roadway.
    • Southbound Shoreline Drive Widening:
      Create a two-way traffic flow between Ocean Boulevard and 7th Street, improving circulation and maintaining key access points.
  • Pedestrian & Bicycle Improvements

    • Protected Bike and Pedestrian Paths at Key Locations:
      • Shoreline Drive (from Broadway to Queensway)
      • Broadway (from new Shoreline Drive alignment to Magnolia Avenue)
      • Northbound Shoreline Drive (between Broadway and 6th Street)
      • Golden Avenue (from Ocean Boulevard to Broadway)
      • Seaside Way (from Golden Shore to 600 feet east, connecting to the new Shoreline Drive path)
  • Traffic and Transportation Safety

    • Signal and ITS Upgrades:
      Install new and upgraded signalized intersections and expand the fiber-optic Intelligent Transportation System (ITS) network along Shoreline Drive, 3rd Street, and Broadway to enhance traffic flow and safety.
    • Lower Vehicle Speeds:
      Narrow driving lanes on Shoreline Drive are designed to lower vehicle speeds, enhancing safety for the community.
  • Green Space & Sustainability

    • Cesar E. Chavez Park Expansion:
      Add approximately 5.6 acres of new park space, nearly doubling the size of the park, by realigning Northbound Shoreline Drive.
    • Tree Planting:
      Plant 500 native trees to replace the removal of approximately 170 trees, enhancing the urban canopy.
