702 W. Anaheim Year-Round Shelter

Front view of the future emergency shelter building prior to construction

Background

The 702 Anaheim Year-Round Shelter project will transform the existing building at 702 W Anaheim Street into an emergency shelter, expanding access to safe and supportive shelter for one of Long Beach’s most vulnerable populations. The project will include a range of improvements to prepare the facility for its new use, including installation of a new energy-efficient HVAC system, upgrades to the plumbing and sewer systems, roof improvements and other enhancements to the interior space.

In addition to supporting the conversion of the facility into an emergency shelter, these improvements will address aging infrastructure, enhance the facility’s energy efficiency and overall functionality and help extend its useful life. Together, the improvements will create a more reliable and suitable facility that can better serve the community and provide essential shelter services for years to come.

This project is part of the Elevate ’28 Infrastructure Investment Plan, a historic initiative dedicated to enhancing Long Beach parks, community facilities, mobility access, and streets. Learn more at lbelevate28.com.

Project Updates

September 2026

Due to budget constraints, this project has been carefully revised to ensure the shelter’s most essential needs remain top priority. Several elements such as the warming kitchen, pet run area, exterior cosmetic upgrades, and outdoor seating have been removed from the original scope. The project will now focus on critical structural improvements, including upgraded building infrastructure, ADA accessibility enhancements, improved access throughout the facility, a new HVAC system, and newly installed restrooms and showers to better support daily operations and guest needs. For more information on the final scope, please reference the council letter from the September 22nd council meeting agenda.

August 2026

In September 2024, Phase I of the project, which included minor repairs to the upper roof and replacement of the lower roof’s membrane was completed. The project team has completed the review of the bids for responsiveness and anticipates presenting a recommendation for contract award to the City Council in fall 2026. Construction is anticipated to begin in late 2026 and be completed in late 2027. Please note that the facility will be closed for the duration of construction. However, preparations are being made to transition the year-round shelter to 1827 Spring Street/3003 Gardenia Ave. for on-going services while the shelter is being renovated.

April 2024

The City’s Contractor, Goodmen Roofing Construction, is scheduled to start construction on phase 1 of the project on April 29, 2024, with a scheduled completion, barring weather and other unforeseen delays, by July 2024. The contractor is scheduled to perform work Monday through Friday from 7:00 AM to 3:30 PM. Efforts will be made to minimize inconveniences to ongoing programs at the shelter.

Phase 1: Roof Repairs – The upper roof will receive minor repairs and the lower roof’s membrane will be replaced.

Phase 2: Building Improvements – Interior improvements include new offices, restrooms, showers, and a kitchen as well as new electrical and HVAC systems with newly insulated walls. Exterior improvements to the building include a pet run area, outdoor seating, exterior lighting, and updated parking with ADA access.

February 2024

The City of Long Beach purchased the property located at 702 W. Anaheim on September 28, 2023 to convert the building into a permanent, year-round shelter and annual winter shelter for people experiencing homelessness. The project scope is undergoing development.
