Background
The Citywide Solar Project added solar panel canopies in parking lots across 11 different City- owned facilities. As part of the City's solar energy Power Purchase Agreement (PPA), vendor Luminace is authorized to construct over 6 megawatts of solar power on public property. The 11 locations include:
- East Division Police Station
- Main Health Department
- Fleet Services/Environmental Services Bureau
- City Place Lot A
- City Place Lot B
- City Place Lot C
- Pike Parking Garage
- Aquarium Parking Garage
- Long Beach Utilities Department
- Long Beach Airport Lot A Garage
- Long Beach Airport Lot B Garage
The City will buy all electricity generated, offsetting higher-cost power from the local utility and reducing energy expenses while decreasing its carbon footprint and supporting the goals outlined in the City’s Climate Action Plan.

Project Scope

Project Features
- Install solar canopy structures at 11 City-owned parking facilities
- Development of over 6 megawatts of renewable energy infrastructure
Project Funding
This project uses minimal AB32 Cap-and-Trade funds to support City staff time and inspection services for the project. The vendor, Luminace, assumes all costs associated with installation and maintenance of the solar panels over the course of the 30-year agreement. Savings generated from decreased energy consumption will be used to cover the costs of the solar-generated power, reducing reliance on external utility providers.
Latest Updates
May 2025
As of October 2024, all 11 sites are fully constructed and operational, generating renewable energy for City facilities and helping to reduce utility costs.
April 2024
At this time, the Aquarium Garage and Long Beach Utilities remain in construction.
