Long Beach, CA – Today, City Manager Tom Modica announced the appointment of Deputy City Manager Meredith Reynolds as the Acting Director of the Technology and Innovation Department (TID), effective April 4, 2026. Ms. Reynolds, who will simultaneously continue her role as Deputy City Manager, will serve as Acting Director while the City conducts a national recruitment process to permanently fill the position by fall 2026.

"Meredith brings a strong track record of leadership, innovation and cross-departmental collaboration that will continue to advance Long Beach’s work to deliver modern, efficient and accessible services to our communities,” said City Manager Tom Modica. “Her experience leading complex initiatives and leveraging technology to bolster equity and transparency makes her exceptionally well-suited for this role.”

Throughout her 17 years with the City, Ms. Reynolds has overseen key initiatives focused on equity, community engagement and technological innovation. She has played a leading role in advancing citywide technology efforts, including the modernization of permitting and land management systems, improvements to the City’s website and digital services and the expansion of data-driven tools to enhance service delivery, inclusion and transparency for the community. During the COVID-19 pandemic, Ms. Reynolds was responsible for standing up the City’s COVID-19 testing program, securing $27 million to support the administration of an average of 4,000 tests per day. She has also helped to streamline workflows across City departments, improved public access to services and strengthened the City’s ability to measure and communicate community impact.  

In her current role as Deputy City Manager, Ms. Reynolds leads a portfolio of programs focused on growth and resilience, supporting initiatives that promote and expand the City’s long-term sustainability, capacity and modernization. She has supported the development of innovative programs through the City’s Smart City initiative, including Long Beach Co-Lab and Pitch Long Beach. Ms. Reynolds also led the development of the Long Beach Recovery Act Data Dashboard and the Climate Data Portal, as well as helped advance the City’s use of emerging technologies, including automation and artificial intelligence by piloting tools to improve efficiency and service delivery.

“I’m honored to step into the Acting Director role for the Department of Technology and Innovation,” said Deputy City Manager Meredith Reynolds. “My focus will be to empower this creative and committed team to deliver on key priorities that support our departments and ensure our technology underpins every team’s ability to serve our community effectively. I’m grateful for the opportunity to support and champion their work during this transition.”

Prior to her appointment as Deputy City Manager in 2021, Ms. Reynolds also served in several other leadership roles with the City, including Special Deputy City Manager for Recovery, where she led the equitable design and implementation of 85 health and economic recovery programs totaling nearly $300 million. She has also held positions as Long Beach Planning and Partnerships Manager and Park Development Officer. Ms. Reynolds started her career in local government with the City’s Management Assistant Program in 2005.

She holds a master’s degree in Public Policy and Management from Carnegie Mellon University and a bachelor’s degree in Public Administration with a minor in Organizational Communication from California State University, Chico.
