Elvira Hallinan Appointed Manager of Marine Operations
George Chapjian, Director of Long Beach Parks, Recreation and
Marine, announced today the appointment of Elvira Hallinan as
Manager of Marine Operations for the City of Long Beach, effective
August 23, 2014.
Ms. Hallinan was selected after the completion of a nationwide
executive search. She has extensive experience working with marina
operations including Marine Maintenance, Marine Safety/Lifeguards
and Marine Patrol, as well as retail tenants, live-a-boards and the
citizen Marine Advisory Commission. Ms. Hallinan has been
instrumental in the $109 million rebuild of the Alamitos Bay
Marina, which opened in the 1950s with 1,900 boat
slips.
"Elvira Hallinan will bring years of experience to the position of
Manager of Marine Operations," Mr. Chapjian said. “She has
demonstrated the ability to manage a wide range of responsibilities
and develop a team of employees who are responsive to the boating
community and their unique needs.”
Ms. Hallinan has served as Acting Manager of Marine Operations
since September 2013. Ms. Hallinan began her career with the City
of Long Beach as a Management Assistant in 1989 and worked as an
Administrative Analyst for the Department of Parks, Recreation and
Marine, and later in the City Budget Office. In 1998 she was
appointed Administrative Officer for the Department of Library
Services. She left City service for a few years to raise a family,
and returned in 2007 to the Department of Parks, Recreation and
Marine as an Administrative Analyst in their Contract Management
Division. She was promoted to Special Projects Officer in the
Marine Bureau in June 2010 before taking over as Acting Manager of
Marine Operations.
“I am very proud of our wonderful marina system, and will
continue to work to make it the best in the nation,” Ms.
Hallinan said.
Ms. Hallinan holds a bachelor's degree in Sociology and a Masters
of Public Administration from the University of Texas at El
Paso.
The Long Beach Marine Operations Bureau manages the nation’s
largest municipal marina system with three marinas, 3,600 boat
slips and five launch ramps. The marinas generate $19 million
in slip revenue annually, and more than $52 million in direct and
indirect spending to support the local economy.
