
Long Beach, CA – The City of Long Beach is seeking partner organizations for various Long Beach Recovery Act (LB Recovery Act)-related contracting opportunities. Now through the end of summer 2022, eligible organizations will have the opportunity to submit proposals for various programs and services geared toward the economic and public health recovery of the Long Beach community. Many LB Recovery Act programs are designed to partner with community-based organizations and businesses for program implementation. These procurement opportunities are advertised on the LB Recovery page, and additional opportunities will be added on a regular basis as more information becomes available. To submit a proposal for consideration, vendors are required to register in the City’s online procurement portal, PlanetBids.
Below are the current and upcoming contracting opportunities, categorized by the anticipated bidding timeframe, for 2022:
Winter (January to March 2022):
- Guaranteed Income Program Research and Evaluation Services: The City seeks to contract with a vendor to conduct, implement, analyze and report the results of the Economic Wellbeing Survey, a survey to be administered to participants of the Guaranteed Income Pilot, a program that will provide 250 Long Beach families living at or below the poverty line in the 90813 zip code up to $500 a month for 12 months, to understand the economic impact of the guaranteed income on the economic wellbeing of participants.
- Park Cleaning, Litter Abatement and Special Collections Services: The City seeks to contract with a vendor to provide services related to the clean-up and litter abatement for special collections within City parks, beaches and open spaces. Contractual services are needed to assist the City by providing clean-up and support service(s) for a safe and clean site by removing large items, biohazardous and waste material, and other illegally dumped items as needed.
- Emergency Food Distributions Events: The City seeks to contract with multiple vendors to provide temporary/stand-alone food distribution events. Funding will be used to cover required and necessary expenses to support emergency food distribution events, such as drive-thru and walk-up food distribution events, to reach households in need. This opportunity is not intended to fund ongoing food pantry programs or larger/comprehensive nutrition security efforts.
- Community Food Access Programs: The City seeks to contract with a vendor to provide support to ongoing food pantry, food distribution or comprehensive nutrition security programs. This opportunity is intended to support the expansion and/or improvement on the quality of food provided to community food pantry program(s), food waste and recovery programs that directly link recovered food to vulnerable populations.
- Administrator for Homebuyer Grants: The City seeks to contract with a vendor to administer the First Time Homebuyer Assistance program, which provides grants to cover the closing costs for first-time homebuyers, who presently reside within a Community Development Block Grant-designated censustract in the City.
- District and Zone Formation Feasibility Analysis (Economic Innovation District): The City seeks to contract with a consulting firm to provide financial analysis preparation, including market analysis; land trust development; arts and culture; housing development; private sector investment attraction; and business plans, including legal fees for agreements with taxing entities for the formation of four Economic Innovation Districts.
Spring (April to June 2022)
- Small and Inclusive Business Technical Assistance: The City seeks to contract with several entrepreneur support organizations (ESOs) to deliver small business technical assistance. The selected ESOs will implement equitable business outreach and technical assistance programs that prioritize support to diverse small business owners in Long Beach, as well as implement business outreach, marketing and technical assistance programs that prioritize support for all Long Beach small businesses.
- Micro Shuttle Transportation Services: The City seeks to contract with a vendor to operate a micro-transit shuttle that provides micro-transit routes within one- to two-square-mile service areas. The fleet should (preferably) operate with 100% sustainable, alternative fuels.
- Community Engagement Consultant (Economic Empowerment Zones): The City seeks to contract with a consulting firm to prepare a final five-year report for submittal to the Long Beach City Council for the formation of four Economic Empowerment Zones, community and culturally focused districts that will assist low-to-moderate income communities.
- Cultural Organization (Economic Empowerment Zones): The City seeks to contract with four Cultural Organizations to develop conceptual plans, land use analysis, community visioning, design charettes, etc. to support the development of a five-year cultural plan for the formation of four Economic Empowerment Zones.
- Lead Community Organization (Economic Empowerment Zones): The City seeks to contract with four community-based organizations (CBOs) to identify stakeholders, conduct community outreach, assess language access and equity analysis to support the formation of four Economic Empowerment Zones.
- Lead Sector Organization (Economic Innovation Districts) and Community Based Navigator (Economic Empowerment Zones): The City seeks to contract with a sector-based organization to identify stakeholders, conduct outreach, economic research and sector analysis. Additionally, the City seeks to contract four community-based organizations who will coordinate with the lead Community Organization(s) and Community Engagement Consultant to ensure that all information and analysis are collected for the formation of four Economic Empowerment Zones.
- Community Navigators/Care Coordinators/Referrals: The City seeks to provide funding to multiple Community-Based Organizations that demonstrate the capacity to launch and/or expand a Promotora/Community Health Worker program.
- Training and Technical Assistance Provider: The City seeks to contract with a Community Based Organization (CBO) to provide training and technical assistance to existing or newly forming Promotora/Community Health Worker programs. The partner CBO will be expected to provide digital communication materials, training and technical assistance to existing or newly formed Promotora/Community Health Worker programs.
- Health Equity Funds/CDC Health Disparities Community Grants: The City seeks to contract with multiple partners to advance racial and health equity, serving communities disproportionately impacted by COVID-19.
Summer (July to September 2022):
- Workforce Development Services: The City seeks to contract with a workforce development provider to deliver workforce development services for transition-age youth experiencing or at risk of experiencing homelessness.
- Services to Support Older Adults: The City seeks to contract with community-based organizations with the capacity to reach older adults most impacted by the COVID-19 pandemic. The scope of the programming to be funded is broad to allow for vendors to utilize their expertise and experience working with at-risk older adult communities to identify the best approach to meet their needs.
- Healthy Foods Market Operations: The City seeks to contract with a service provider to operate a City-owned healthy foods market, providing access to groceries and fresh produce to Atlantic Farms Bridge Housing Community participants and the surrounding community.
- North Long Beach Community Intervention and Youth Engagement Program: The City seeks to contract with an organization to respond to incidents of gun violence by working closely with survivors of gun violence and their families to ensure they have access to essential services and resources; and work with youth and emerging adults, ages 11 to 24, who have had or are at risk of becoming involved with the justice system by providing case management services and youth engagement programming.
- Re-entry Case Management and Employment Services: The City seeks to contract with a vendor to provide outreach, case management, employment support and mental health services to people who were formerly incarcerated and their families.
- Anchor Center Development Consultants: The City seeks to contract with development consultants to identify and plan cultural or community centers, including space planning, architectural renderings, pitch decks for investors, historical preservation and cultural plans.
