Police Oversight Commission
The POC is comprised of seven Commission members, appointed by the Mayor and confirmed by the City Council. The Commission provides input to the Director based on community feedback and engagement; receives briefings on high-profile incidents; reviews and approves recommendations made by the Director; and provides feedback on annual and special reports that are delivered to City Council.
Commissioner Charlie ParkinFormer Long Beach City Attorney Charlie Parkin has over 37 years of experience working for the City of Long Beach and held the position of City Attorney from 2013 to 2022. Charlie was elected Long Beach City Attorney in 2014 and again in 2018. Charlie graduated cum laude from Pacific Coast University, School of Law and received his Bachelor of Science degree in Business Administration from California State University, Long Beach. Charlie is a lifelong Long Beach resident. |

Commissioner Gus OrozcoGus Orozco joined the U.S. Army in 2005 and returned home to Long Beach after 5 years of service overseas. He continues to serve in the Army Reserve as Commissioned Officer. In 2017, Orozco Graduated from California State University, Long Beach with a Bachelor of Arts in Geography and a Minor in Environmental Science and Policy. An active member of the community, Orozco is a member of several local nonprofit boards. |

Commissioner Tiffany BrownDr. Tiffany Brown began working for the Long Beach Unified School District 27 years ago as a School Psychologist. She is currently in her fourth year as the Deputy Superintendent. Dr. Brown prides herself on working with families, community members and schools in a manner that creates a “village approach” toward educating our youth. A central theme in her work has been the belief that applying an equity lens to decisions allows for groups that are traditionally not acknowledged to have full voice and access to opportunities. With a background in mental health, Dr. Brown is driven by working alongside communities to co-create access to resources, services and opportunities. She values community partnerships, listening deeply, and working together. Specific to public safety, Dr. Brown is focused centering the experiences of communities that have historically been the furthest from justice in our city. |

Commissioner Michael SotoMichael Soto is a Council District 3 resident and has called Long Beach home for over 11 years. He is a former Chair of the Citizen Police Complaint Commission, and is a Police Special Investigator with the Los Angeles Office of the Inspector General, which provides oversight to the Los Angeles Police Department on behalf of the Los Angeles Police Commission. Michael is also a licensed attorney in California and has practiced law in the area of Criminal Defense for over 10 years, primarily as a Deputy Public Defender in both Los Angeles and Orange Counties. Michael is a graduate of University of California, Hastings College of the Law in San Francisco. |

Commissioner Otieno OkatchOtieno Okatch is the President and CEO of Per Ankh Life Skills, Inc. dba PALS, Inc., a social service agency with offices in Santa Barbara, Ventura and Los Angeles counties. A Behaviorist by training, Otieno received his undergraduate degree from the University of California, Santa Barbara, and holds graduate degrees from UCLA and Pepperdine, including an M.A. in Clinical Psychology. Otieno is a native of Lawrence, Kansas and for the past sixteen years has resided in the Bixby Knolls neighborhood of Long Beach with his wife, Christina Buth-Okatch. |

Commissioner Naida TushnetNaida Tushnet received a PhD from Washington University in St. Louis. Prior to retirement, she served as the program director for evaluation research at WestEd, a non-profit agency. In that position, she led a variety of studies of education (pre-K through graduate school) and community-based programs. She has been employed at both state and federal agencies. Since retirement, she has been an active member of the Long Beach community, as a leader in a number of organizations. |
