On Nov. 23, 2023, Ruiz returned to his residence on his own, safe and unharmed.

On Nov. 19, 2023, at approximately 5:30 p.m., Ruiz left his residence at the 80 block of West Pleasant Street on foot. Ruiz does not have a cellphone and suffers from medical conditions.
