Update 6/23/2023 at 9:30a.m.:
On June 21, 2023, detectives from the Long Beach Police Department Collision Investigation Detail presented their case to the Los Angeles County District Attorney’s Office. Their office filed felony charges of vehicular manslaughter with gross negligence against both drivers in the collision that resulted in the death of Jacqueline Zamarripa, a 21-year-old resident of Long Beach. An arrest warrant was issued for Noe Jose Menjivar, a 20-year-old resident of the City of Carson.
On June 22, 2023, detectives arrested Menjivar at his residence in the City of Carson and was transported to Long Beach City jail for booking. Bail was set at $50,000.
Update 6/18/23 at 1:30 p.m.:
On June 17, 2023, the suspect wanted in connection to the fatal hit-and-run traffic collision turned himself in. The suspect, identified as Saul Alfas, a 20-year-old resident of the city of Carson, walked into the lobby of Long Beach Police Headquarters and surrendered. He was booked at Long Beach City jail for one count of felony vehicular manslaughter and one count of felony hit-and-run causing injury or death. Bail was set at $50,000. The case will be presented to the Los Angeles County District Attorney’s Office for filing consideration early next week.

On June 16, 2023 at 10:57 p.m., officers were dispatched to Willow Street and Caspian Avenue regarding an injury traffic collision between two vehicles, which resulted in the death of a female adult.
Upon arrival, officers located a female adult who had been ejected from a vehicle. The Long Beach Fire Department responded to the scene and performed life-saving medical aid; however, the victim was determined deceased at the scene.
The preliminary investigation revealed a 2003 Chevrolet Silverado was traveling westbound on Willow Street approaching Caspian Avenue. A light-colored, silver or tan sport utility vehicle (SUV) was conducting a reckless driving maneuver (donuts) in the middle of the intersection. The SUV struck the Chevrolet Silverado causing the Chevrolet Silverado to lose control and collide with a tree in the center median. The front passenger of the Chevrolet Silverado was ejected from the vehicle.
The Chevrolet Silverado was being driven by a 20-year-old male resident of Carson, who remained on scene and cooperated with the investigation.
The suspect fled the scene before officers arrived.
The identification of the female passenger is being withheld pending next of kin notification by the Los Angeles County Department of Medical Examiner-Coroner.
Speed and distracted driving are believed to be a factor of this collision.
