THREE SUSPECTS SENTENCED FOR HUMAN TRAFFICKING OF A 14-YEAR-OLD

The last of three defendants involved in the human trafficking of a 14-year-old teen was convicted last week on various charges. On January 13, 2014 Larry McDowell Jr. (a 40-year-old resident of Long Beach) pled guilty and was sentenced to 5 years in state prison.
On April 13, 2013, Long Beach Police responded to the 100 block of West 10th Street regarding a 14-year-old teen who called the police to turn herself in after being reported as a missing/runaway from a group home in the City of Rosemead. She revealed to Juvenile Investigation Detectives Satwan Johnson and Songcheak Ier, that she had been forced to work as a prostitute for a pimp named Larry McDowell, a known Crip gang member.
The events began on April 8, 2013, when the victim met McDowell at Scherer Park in Long Beach. McDowell took the victim to Los Angeles and forced her to work as a prostitute for three days near the 7400 block of S. Figueroa Street. On April 11, 2013, the minor was transported back to Long Beach and was forced to stay at an apartment at the 700 block of Lime Avenue, which was rented by Glen Owens, a parolee and convicted sex offender. Owens assisted McDowell by monitoring the victim as she was forced to work as a prostitute on Anaheim Street near Alamitos Avenue.
The investigation led detectives to a motel in the 1000 block of E. 7th St where the teen was forced to engage in sex acts with a male suspect later identified as Marvin Brown, who paid McDowell to have sex with the teen. McDowell, Owens and Brown were arrested shortly after the investigation.
On August 1, 2013, Glen Owens (a 52-year-old resident of Long Beach) was sentenced to 6 years state prison for procuring a minor for sex, and on May 8, 2013, Marvin Brown was sentenced to 100 days in jail and 3 years probation.
The investigative efforts, testimony and victim follow-up carried out by the Juvenile Investigations Section detectives assigned to this case, were essential to its successful outcome. January has been designated as Human Trafficking Awareness Month. Human trafficking is a form of modern-day slavery where traffickers profit from the control and exploitation of others. The Long Beach Police Department is committed to combating human trafficking and we will continue to use all tools available to us to identify those responsible and hold them accountable.
