Business Operations Bureau Chief

Bureau Manager Julissa was appointed to the
position of Bureau Manager over the Business Operations
Bureau in January 2021. This is a key position within the Police Department’s management team and will oversee finance, personnel, and facility operations. As Bureau Manager, she will oversee the Department’s $260 million budget, the personnel services division supporting 1,187 employees, and facilities management.


Bureau Manager Jose-Murray has worked for the City of Long Beach for over 14 years. She joins us from the Financial Management (FM) Department, where she served on the Budget Office’s leadership team, supporting the development, oversight, and strategic direction for the City’s $3.1 billion All Funds budget. During her tenure with FM, Julissa provided essential support to many of the City’s largest projects including, the new Civic Center, critical technology projects, the development and implementation of Measure A plan, and since March 2020, served in a leadership capacity on the finance team supporting the City’s COVID-19 response efforts.

Bureau Manager Jose-Murray is a graduate of the City’s Management Assistant Program, the Leadership Long Beach Institute, and the Congressional Hispanic Caucus Institute
Public Policy Fellowship program. She holds a Master’s Degree in Social Science with a
concentration in Demographic and Social Analysis from the University of California, Irvine,
and a Master’s in Public Administration from the University of Arizona. She earned dual
Bachelor of Arts degrees in Psychology and Women’s Studies from the University of Rochester, New York.
