The parkland was obtained through the Alamitos Bay Boundary Settlement Agreement of 1968. A community-supported passive park design with a Marina Basin was approved.

The adjacent Basin 8 of the Alamitos Bay Marina was completed in 2003 and includes 30 boat slips, an access road, a parking lot, a boat owners' restroom, and a laundry room.Park landscaping, benches, walkways and security lighting were completed and the park opened to the public in August of 2007.

The park is named for Jack Nichol, a local coastal engineer, with a worldwide renowned in the design of marinas, and an active member and chairman of the Marine Advisory Commission.
