Civil Service Employee Rights and Appeals Commission

Mayor Richardson is proud that Long Beach is modeling the way with the creation of the new Civil Service Employee Rights and Appeals Commission

This commission was enacted as a key part of Measure JB, a charter amendment overwhelmingly approved by Long Beach voters in November 2024 that is modernizing the city’s hiring system by reducing the time it takes to fill vacant positions, establishing innovative hiring preferences for Long Beach residents, and creating a single unified city department to manage all hiring activities for the city.

The Mayor is calling  for the best and brightest from all across Long Beach to serve! Applications for this 5-person Commission are now open. The application is open to all Long Beach residents who can meet the responsibilities of the Commission. Basic requirements include:

  1. Attend monthly Commission meetings
  2. Complete approximately 10 hours of outside preparation work each month
  3. Complete a LiveScan background check
  4. Participate in required ongoing training for Commissioners.

The purpose of the Commission is to carry out the City Charter mandate to hear and review disciplinary appeals filed by classified City employees, continue to receive and resolve complaints relative to the hiring process of the classified service and rule on appeals of industrial retirement determinations, and to implement classified hiring preferences for Long Beach residents, students, from local colleges and universities, current employees, and certain internships/apprenticeships. 

In order to apply, prospective applicants must complete the online application, available at longbeach.gov/readytoserve, submit the supplemental Civil Service Employee Right and Appeals Commission questions, and upload their resume. SUPPLEMENTAL APPLICATION QUESTIONS

  1. What experience do you have in handling employee grievances, disciplinary actions, or appeals?
  2. How would you ensure that employee appeals are handled fairly, efficiently, and in accordance with civil service laws?
  3. What is your experience with government recruitment policies and processes?

It is expected that interest in serving on the Commission will be high and we anticipate many more applications than the available positions. Residents are encouraged to submit their applications by March 31, 2025, as the Mayor anticipates making his appointments this Spring.
