Project Plan Submittal and Review Service

In order to continue the over-the-counter and regular plan check submittal services due to the closure of City Hall, the Development Permit Center has modified our plan submittal process to facilitate the email submission of projects for Building, Planning, Fire, Electrical, Plumbing, Mechanical and Health plan check.  This revised service is referred to as the email of over the counter (EOTC) project submittal process.  Applicants can submit their projects utilize the EOTC service.  For other agencies such as Public Works, Water Department, Energy Resources Department, you will need to submit your projects to them separately for their review.

The instructions for submitting for the EOTC service to the eventual issuance of the permit for a project are as follows:

  1. Review the Plan Review Requirements webpage for the minimum information required on construction documents.
  2. Convert construction documents (i.e., plans and other technical specifications/documents) to a PDF format.
  3. Complete the APP-001 Consolidated Permit Application and convert it to a PDF format.
  4. Email the completed application and the construction documents to DV-BuildingSafety@longbeach.gov.
  5. Ensure the subject heading of the email reads “EOTC SUBMITTAL” followed by the project address (e.g., “EOTC SUBMITTAL: 411 W OCEAN BLVD”).
  6. Check for a follow up email that confirms either (1) rejection of the project due to not meeting the project submission criteria or is incomplete OR (2) acceptance of the project for review and will be routed to the appropriate Building, Planning, Fire, Electrical, Plumbing, Mechanical and/or Health (where applicable) plan check queue awaiting assignment to and review by plan check staff. Check Plan Review Status.
  7. A separate submittal to the following agencies may be required for projects that need their approvals. Please contact those agencies separately regarding their submittal process.
  1. Check for a follow up email that provide notification regarding the amount of plan check fees that is due to continue the plan check process.
  2. Follow instruction provided by the permit technician staff to process the fee payment.
  3. Upon payment of fees, check for a follow up email that provides copies of the plan check fee receipt.
  1. Check for a follow up email that provide the review status of your project. Where there are outstanding comments, the email will include the marked-up construction documents, a list of plan check comments, and any other relevant documents from each plan check staff (Building, Planning, Fire, Electrical, Mechanical, Plumbing and/or Health) assigned to your project.
  2. Prepare written responses to all comments.
  3. Revise and update the construction documents and complete/sign other attachments when required by the plan check staff.
  4. Email both the revised/updated construction documents, other attachments, and written responses, when ready, to each of the plan check staff that reviewed your project.
  5. Ensure the subject heading of the email reads “EOTC RESUBMITTAL” followed by the project address and project number (e.g., “EOTC RESUBMITTAL: 411 W OCEAN BLVD, BRMD123456”).
  1. Check for a follow up email that provide confirmation that your project is approved. Check Plan Review Status.
  2. Approval is required by all plan check staff involved with your project before your project is ready for permit issuance.
  1. Check for a follow up email that provide notification regarding the amount of permit fees that is due to complete the permit issuance process.
  2. Follow instruction provided by the permit technician staff to process the fee payment.
  1. Check for a follow up email that provide confirmation that the permit fees have been paid.
  2. Verify that a copy of the permit receipt, job inspection card, and the approved construction documents were included.
  3. Print a hard copy of the approved construction documents and have it available on-site for the contractor(s) and city inspector(s).
