Everyone's Coast: A Zone In Update & Mobility Plan is a coastal community rezoning and mobility planning effort with the goals of supporting equitable housing development in Long Beach’s coastal areas and improving beach access to and from Central Long Beach through mobility investment recommendations. This project is funded by a Sustainable Communities Grant from the California Department of Transportation.

This effort builds upon previous city plans and policy documents, such as the 2019 General Plan's Land Use Element, the 6th Cycle General Plan Housing Element, Downtown Shoreline Vision Plan, and the Open Space and Recreation Element Update to ensure that the City meets the housing needs of current and future Long Beach residents and provides fair housing options, neighborhood services, and business opportunities for all. Everyone’s Coast is the fifth Zone In project after North Long Beach (UPLAN), West Long Beach, Central Long Beach (City Core) and Bixby Knolls (Bixby).

Project Area & Maps

Everyone’s Coast is made up of two sub-areas, each with distinct but related goals:

  • Sub-Area One includes the coastal community between Alamitos Avenue and Naples Island, south of Broadway. This area will have its major corridors rezoned to implement the City’s General Plan and increase housing availability and affordability in Coastal Long Beach.
  • Sub-Area Two includes the Central Long Beach community defined by the boundaries of PCH to the north, Magnolia to the west, 10th Street to the south, and Ximeno to the east. This area will have mobility investment recommendations to improve access to and from Long Beach’s coastal region.
