The Parking Exempt Area Map provides exemptions from parking count minimums as otherwise required by the Zoning Regulations. The exemptions are set forth in Chapter 21.41.175. These regulations implement California Government Code ยง65863.2, also known as AB 2097, which mandates that local agencies cannot impose minimum automobile parking counts on most development projects located within a half-mile radius of major transit stops. The Zoning Administrator is authorized by code to direct the production and updates of this map to implement state law and promote development that is less automobile-oriented.
Project Eligibility
What types of projects qualify?
Most projects in the Parking Exempt Area qualify, except hotels, motels, inns, bed and breakfast inns, other transient lodging and event center employee and worker parking.
How do I know if my project is in the Parking Exempt Area?
To determine whether your location is in the parking exempt area, please consult the Parking Exempt Area map below:
You may also check if your site is exempt from parking requirements by visiting the zoning and land use GIS map. Click on the layers tab and be sure "parking exempt area" is selected.
When did the Parking Exempt Area get adopted?
The Parking Exempt Area map was adopted on January 30, 2025, pursuant to Section 21.25.180 of the Zoning Regulations, which was adopted by the City Council on December 17, 2024. It was then updated based on new GIS data provided by the California Department of Transportation.
