Overview of the Dock Harbor Permitting Procedure 

The set of procedures outlines the City of Long Beach steps to obtain clearance for harbor structure construction permits in Long Beach waterways and does not exempt any requirements from the California Coastal Commission or regulatory agency requirements.

Step One: Contact the Marine Bureau                       

To obtain a permit to do construction over the waterways, the Property Owner or Agent must submit the following to Alamitos Bay Marina located at 205 N. Marina Drive, Long Beach, CA 90803. 

  • Letter of authorization from the property owner giving the agent authorization to process construction plans.
  • A dock permit plan requirement checklist – check all items that are applicable.
  • Confirm plan check and harbor construction inspection fees are payable to the City of Long Beach.
  • Appendix B of the California Coastal Commission's Development Permit (CDP) application must be submitted for local review and approval. 
  • Eelgrass and Caluerpa Surveys must be submitted for review by the permitting agencies.
    • Note: These surveys may not be required for project sites located in the Phase One and Phase Two areas.
  • One set of plans with calculations are required with a Certified Civil Engineer’s Stamp on all sets of plans and specifications. The Plans must be in accordance with the City of Long Beach Plans and Specifications R-4858/Revised. Plans shall include: 
    • Pier Head Line 
    • Property Lines 
  • The contractor must have the City of Long Beach Business License and be a licensed “A” contractor

The Marine Bureau will review the plans and deny, request changes or "Approve In Concept". The Property Owner or Agent will be advised of the status.

Step Two: Submit Approval in Concept Plans to Planning Bureau                        


Once the plans are "Approved In Concept" by the Marine Bureau, submit the plans and Appendix B of the California Coastal Commission's Development Permit (CDP) application to the City of Long Beach Community Development Department (Planning Bureau) at the Permit Center (411 W. Ocean Blvd.). Provide the following documents:

  • One hard copy or digital copy of the plans Approved In Concept by the Marine Bureau
  • One hard copy or digital version of the CDP Application – Appendix B (Local Agency Review Form) with a complete project description

The Planning Bureau will review the plans, stamp them as "Approved in Concept" or request changes.

  • Staff will review the project and determine the appropriate CEQA complaince document.
  • Upon Approval In Concept, staff will issue fees for the following: 
    • CDP Local Agency Review Appendix B Form Only – for Boat Dock
    • Environmental (CEQA) Fee
    • County Clerk Recorder Fee
Upon Approval In Concept, Planning Bureau staff will provide the following to the applicant:   
  • Approval In Concept stamp on plans
  • Signed Appendix B Local Agency Review Form
  • Completed CEQA Compliance

Step Three: Submit Documents to the California Coastal Commission                       

A complete Coastal Development Permit (CDP) application must be sent the California Coastal Commission South Coast District Office location below and include the following documents:

Note:
 It is the applicant’s responsibility to secure approvals from the required agencies and submit copies of the approvals to the City of Long Beach in-person or via email.

If the project consists only of “like-for-like” dock repair work, a De Minimis Waiver may be requested from the Coastal Commission. All applicable City Marine Bureau, Planning Bureau and Public Works Department permit requirements must still be followed.

Step Four: Submit Approved Documents to Public Works Department                       


After collecting the Permit Effectiveness documents from the California Coastal Commission, complete the following steps:

  1. Email the approved plans to the Public Works Department at PW-PrivateDevelopment@longbeach.gov for structural, safety and any required fire approvals.
  2. If Public Works or Planning requests corrections, revise your plans as directed and resubmit them.
  3. Once approved, submit the finalized plans to Alamitos Bay Marina (205 N. Marina Dr.) to complete the permit process.
  4. After final approval, a Notice to Proceed will be issued by the Marine Bureau.

Note: The City's Marine Bureau, Planning Bureau and Public Works Department permit processes shall be followed in addition to any conditions that the California Coastal Commission or regulatory agencies may require.
