Fee Schedules

FEES & CHARGES: The City Council has approved changes to the Long Beach Master Fees and Charges Schedule, which is revised on a citywide basis bi-annually. The Community Development Department began implementation of its new schedule on October 1, 2024. The updated schedule contains many changes including increases, decreases, and the complete restructuring of some fees.


How much should I expect to pay?

For most construction projects, you could expect to spend about 2% of your building costs on plan checks, permits, inspections, and other agency fees.

Notes:

  • Any fees calculated should be considered as an approximation of the actual project fees. Various fees will apply to your project depending on the nature and scope of the project. To obtain a more accurate estimate, please visit the Development Permit Center.
  • A 4.5% Technology Surcharge and 4.5% General Plan Surcharge have been added to all applicable fees.
  • A processing fee of $90.00 will be added to each Plan Check and Permit application.
  • LAUSD Fee Payment Procedure

With the passage of SB 937, effective January 1, 2025, certain residential projects may delay the payment of school developer fees. For more information regarding LBUSD Developer Fee process, please contact the school district by telephone at 562.997.7550 or online at www.lbschools.net/developerfees.

Designated Residential Development Projects meeting any of the conditions below may apply for deferred payment of LBUSD Developer Fees:

  • AFFORDABLE HOUSING DEVELOPMENTS IN COMMERCIAL ZONES
    The project dedicates 100 percent of units, exclusive of a manager’s unit or units, to lower income households, as defined by Section 50079.5 of the Health and Safety Code.
  • A LOW BARRIER NAVIGATION CENTER DEVELOPMENT MULTIFAMILY USES
    The project is A Low Barrier Navigation Center Development of multifamily uses that meets the requirements described in Section 65662.
  • MIXED-INCOME HOUSING DEVELOPMENTS ALONG COMMERCIAL CORRIDORS
    The project is lower or mixed income multifamily housing development in or adjacent to commercial zones approved by a local government following a streamlined, ministerial review pursuant to Article 2 (commencing with Section 65912.110) or Article 3 (commencing with Section 65912.120) of Chapter 4.1.
  • LOWER OR MODERATE INCOME MULTIFAMILY HOUSING DEVELOPMENT WITH 2 OR MORE UNITS
    The project is a lower or moderate income multifamily housing development of 2 or more units that meets the requirements described in subdivision (a) of Section 65913.4.
  • LOWER & MODERATE INCOME UNITS ON LAND OWNED BY A HIGHER EDUCATION OR RELIGIOUS INSTITUTION & COMPLIES WITH subdivision (c) of Section 65913.16.
    The project is lower or moderate income housing units on land owned by a higher education or religious institution that meets the criteria described in subdivision (c) of Section 65913.16.
  • DENSITY BONUS
    The project is entitled to a density bonus pursuant to subdivision (b) of Section 65915.
  • SMALLER RESIDENTIAL PROJECTS
    The project includes 10 or fewer units.
If deferral of payment of LBUSD fees is desired, confirmation the project meets one of the conditions noted above, with the exception of 10 or fewer units, shall be obtained from the Planning Bureau. Upon receipt of this confirmation, Building and Safety plan review staff will complete FORM-015 for applicant submittal to LBUSD.
