Does My Project Qualify For An Over-The COunter Plan Review Permit?

Over-The-Counter (OTC) Plan Review Permits can be obtained for minor construction projects requiring in-person plan reviews such as one one-story residential additions, accessory dwelling units (ADUs), and relocation of 50 or less fire sprinkler heads. How Do I Obtain An OTC Plan Review Permit?

OTC Plan Review Permits can be obtained in person by visiting our Permit Center located at City Hall (411 W. Ocean Blvd., 2nd Fl.) Appointments are currently available on Monday - Friday, from 8 a.m. to 3:30 p.m., and on Wednesday from 9 a.m. to 3:30 p.m., excluding holidays. In order to better serve our customers, for each appointment scheduled we are limiting the number of projects that will be processed and reviewed to one (1) per visit. The following permit applications may be needed:

  • APP-001 Development Permit Application
    This consolidated permit application should be used for all projects that involves more than one of the following scopes of work: building, grading, fire, electrical, mechanical, plumbing, landscape and/or sign.

OR

Use one or more of the following permit applications for each type of work involved in the project.

  • APP-011 Express Building (Mixed Type) Permit Application
  • APP-012 Express Electrical Permit Application
  • APP-013 Express Plumbing Permit Application
  • APP-014 Express Mechanical Permit Application

Please also complete and sign the related permittee documents listed below:

  • FORM-005 California Licensed Contractors Declaration and Owner-Builder's Declaration
  • FORM-006 Owner/Builder/Contractor Permit Proxy (if applicable)
  • FORM-028 Plot Plan

When scheduling your in-person appointment, please provide the following information in the “Notes” field in Step 3 Contact Details (see figure below):

  • Address of the proposed project
  • Brief description of the proposed construction project
