The City of Long Beach (City), Department of Health and Human Services (Health Department), is seeking proposals from non-profit organizations to provide Interim Housing (IH) operations and supportive services for the Transitional Age Youth (TAY) Navigation Center. NOTICE OF REQUEST FOR INFORMATION - HSB-2026-001 Continuum of Care Portfolio
On November 13, 2025, the U.S. Department of Housing and Urban Development (HUD) released the FY 2025 Continuum of Care (CoC) Program Competition and Youth Homeless Demonstration Program (YHDP) Grants Notice of Funding Opportunity (NOFO). HUD subsequently withdrew the FY 2025 CoC NOFO on December 8, 2025 to make revisions and has stated it intends to reissue a modified NOFO well in advance of the federal obligation deadline.
In anticipation of HUD reissuing the updated NOFO, the City of Long Beach is conducting early planning activities so the Long Beach CoC can be positioned to move quickly once federal guidance and timelines are final.Accordingly, the City is issuing this Request for Information (RFI) to gather input from community partners regarding program concepts, organizational capacity, implementation readiness, and any anticipated considerations for FY 2025. Responses are welcomed from both current CoC-funded recipients and organizations that do not currently receive CoC funding but provide homeless housing, outreach, supportive services, youth- or family-serving programs, or other related interventions in Long Beach.
This RFI is solely to support system planning, coordination, and internal readiness efforts in advance of the revised NOFO. The Long Beach CoC will continue to provide updates on the federal timeline and related local planning steps as additional information becomes available.

The City of Long Beach (City), Department of Health and Human Services (Health Department), is seeking proposals from non-profit agencies to provide operations and supportive services for the Long Beach Rapid Rehousing (RRH) for Transitional Age Youth (TAY) experiencing homelessness in Long Beach. The TAY RRH Program is designed to address the needs of youth between the ages of 18 and 24 experiencing homelessness. A TAY-specific RRH Program is essential to meet the needs of youth experiencing homelessness in Long Beach. Designing and delivering services in accordance with Housing First principles is necessary to ensure that services are as flexible and supportive as is needed by participants of the program.
