Homeless Strategic Plan Update

The City of Long Beach is committed to addressing the needs of people experiencing homelessness in our community. As part of this effort, we are updating our Homelessness Strategic Plan to build on the progress made following the end of the City’s Homelessness Emergency in February 2024 and the successful completion of the City’s former Homelessness Strategic Plan, Everyone Home.
Over the past year, the City and City Fabrick, a Long Beach-based nonprofit design and planning firm, has engaged community members and key stakeholders to better understand their experiences and expertise around homelessness. The Community Engagement Report presents an overview and analysis of the City’s community engagement activities over the past year, encompassing Listening Sessions, Community-Wide Survey, and more, to offer valuable resident perspectives, inclusive of those stably housed, people with lived experience of homelessness, and people currently experiencing homelessness.
The insights gathered in this report will inform the next phase of the strategic planning process, which will focus on a quantitative analysis of our homelessness data. This data-driven approach, combined with extensive community input, will ensure the development of a Homelessness Strategic Plan Update that will provide an effective five-year road map tailored to the City’s unique needs and challenges.
