The Patient Protection and Affordable Care Act (PPACA) provides multiple options for individuals and families without health insurance. It introduces regulations aimed at expanding health coverage to those previously ineligible. California's Medi-Cal program has also undergone significant changes, extending coverage to a broader population. The Long Beach Department of Health and Human Services offers support for enrolling in health insurance programs like Medi-Cal, Covered California, and the Kaiser Community Health Care Program. Our Navigators can assess your eligibility for these programs over the phone, making the enrollment process simpler and more convenient for you.

We offer assistance in English, Spanish, and Khmer (Cambodian). The Health Access (HA) program assists individuals with enrolling in health coverage programs such as Medi-Cal, Covered California, and the Kaiser Community Health Coverage Program (KPCHCP). 

Please note that the HA program does not collect or store information about immigration status. However, immigration status may be used by individual health coverage programs to determine eligibility.

Walk-ins are welcome, but we encourage appointments to ensure prompt assistance. DO NOT mail applications to the above address. We are not a Medi-Cal nor a Covered CA processing center. ALL MAILED APPLICATIONS WILL BE RETURNED!  


For enrollment assistance, please bring the following: 

  • Government-issued identification (Driver's License, ID Cards, or Military ID)
  • Proof of Citizenhip or Resident Alien Card (Green Card), if applicable 
  • Social Security Cards or numbers
  • Paystubs and/or latest tax records
  • Proof of pregnancy, if applying for pregnancy related coverage
