PAYMENT STANDARDS

In the Housing Choice Voucher (HCV) program, payment standards are used in the calculation of the Housing Assistance Payment (HAP) that the Housing Authority of the City of Long Beach pays to the owner on behalf of the family leasing the unit.

24 C.F.R. 982.4 defines Payment Standard as the maximum monthly assistance payment for a family assisted in the voucher program (before deducting the total tenant payment by the family).

If the amount of the Payment Standard is decreased during the term of a HAP Contract, the lower Payment Standard generally will be used beginning at the effective date of the family's second regular reexamination following the effective date of the decrease in the Payment Standard. 

Please note, payment standards are used in conjunction with tenant affordability, utility allowances, and comparisons to comparable units in order to determine Housing Assistance Payments.
