PAYMENT STANDARDS

In the Housing Choice Voucher (HCV) program, Payment Standards set the maximum amount of rental assistance a Housing Authority can provide to a family. They do not set the rent for a unit. Landlords still decide how much rent to charge.  
 
A Payment Standard is simply the highest monthly subsidy a family can receive before considering how much the family must pay toward rent themselves. (24 C.F.R. 982.4) 
 
Payment Standards work as a cap on the Housing Authority’s contribution and are used to calculate the Housing Assistance Payment (HAP) that is paid to the landlord on the family's behalf. They are designed to help families find housing in different neighborhoods and give them more choices.  
 
When Payment Standards change, the Housing Authority applies those changes carefully. If a Payment Standard is reduced, the lower amount usually does not take effect until the family’s second regular annual review after the change. This gives families and landlords time to prepare and helps avoid sudden disruptions. 
 
The actual amount of rental assistance is based on more than just the Payment Standard. It also considers things like what the family can afford, utility costs and rents for similar units in the area. This ensures assistance reflects real housing costs and provides fair, practical support to families who qualify.  .
