The Fleet Services Bureau of the City of Long Beach comprises 5 divisions: Administration, Maintenance, Towing & Lien Sales, Acquisitions, and Fuel/UST. The staff of 130 employees across 7 facilities supports over 2,200 vehicles and pieces of equipment across the City. The operation ranks #5 in the Leading Fleets Program and #2 in Green Fleets according to the North American Fleet Association (NAFA). According to a recent customer survey results, 92% of equipment operators and department liaisons were satisfied or highly satisfied with the performance and customer support of the City’s fleet. - Provides 1.5 million gallons of unleaded, diesel, aviation, propane, CNG and LNG fuel annually
- Manages fuel storage tank construction projects
- Develops annual budget that reflects the cost of operating the City’s Fleet and Towing Operations
- Effectively communicates cost of equipment ownership information to user departments
- Leads data analysis, report writing and communication efforts
- Facilitates procurement and accounts payable functions for goods and services
- Assists in the collection and tracking of revenue for accidents and warranty work
- Specifies and purchases approximately 200 vehicles & $15 million in value annually

- Prioritizes procurement of alternative fuel vehicles for the City fleet such as:
- Zero Emission Vehicles (ZEV)
- Battery Electric Vehicles (BEVs)
- Plug-In Hybrid Electric Vehicles (PHEVs)
- Facilitates procurement and outfitting of new vehicles and equipment
- Performs data analysis and reporting of Fleet’s advanced telematics system
City Government
Long Beach, a charter city formed in 1897, is governed by nine City Council Members elected by district and a city-wide elected Mayor. Other elected officials include the City Attorney, City Auditor, and City Prosecutor. The City Council appoints the City Manager, City Clerk, and Director of Police Oversight. The City Manager is responsible for the efficient administration of all City departments, excluding those under the direction of a separately elected official, board or commission. The City is supported by a FY2024 total budget of $3.2 billion with a general fund budget of $669 million. Long Beach employs approximately 6,075 full-time equivalent staff. Long Beach is one of only three cities in California with its own Health Department and one of the very few municipalities with its own Utilities Department (Water, Sewer, Gas) and Energy Resources Department

- Retirement: California Public Employees' Retirement System (PERS) defined benefit retirement plan, coordinated with Social Security. The benefit is 2.5%@55 for "Classic" members and 2%@62 for new members as defined by PEPRA. Subject to employee contribution. Both the City and the employee contribute toward CalPERS retirement contributions. The city also participates in Social Security.
- Health and Dental Insurance: The City offers a choice of HMO and PPO plans. The city pays a major portion of the premium for employees and dependents depending on the health/dental plans selected.
- Life Insurance: City-paid term life insurance policy equal to three (3) times annual salary to a maximum of $500,000.
- Disability Insurance: City-paid short-term and long-term disability insurance.
- Holidays: Eleven (11) designated holidays per year, plus four personal holidays to be used at the employee's discretion.
- Deferred Compensation Plan: Various programs are offered through Mission Square Retirement.
- Flexible Spending Account (FSA): Optional election for employees to reduce taxable income for the payment of allowable childcare or medical expenses.
- Flexible/Hybrid Work Schedule: Available (subject to City Manager approval).
- Paid Parental Leave: After six (6) months of City employment; up to 30 calendar days (160 hours) of PPL, taken in full-day increments, in connection with the birth, adoption, or foster placement of a child, up to the age of seventeen (17).
