CITY COUNCIL DIRECTION

September 23, 2025 - Request City Attorney to prepare an ordinance to amend the Long Beach Municipal Code (LBMC), Titles 5, 8, 21, and 22, based on the recommendations outlined in the City Council item presentation regarding consolidating mobile food facilities regulations and enforcement into one ordinance; and, in consultation with City Manager, or designee, repeal provisions of the LBMC which are obsolete, no longer applicable, or no longer enforced related to mobile food facilities and similar operations.

BACKGROUND 

August 23, 2022 - The City Council received an update on the proposed policy options for food truck regulations. This included the completed report from Lisa Wise Consulting (LWC) who was tasked with auditing existing food truck regulations, engaging with internal and external stakeholders, and drafting a series of recommendations for future consideration. The policy options were initially presented to the City Council in a two-phased approach with the first phase intended to focus on health, safety, and municipal code consistency, and the second phase intended to focus on location-based regulations and additional permits. To streamline ordinance development and implementation, both phases were consolidated into a single effort. 

August 20, 2025 - Staff released a memo to the City Council with a series of recommendations for a potential Mobile Food Facilities (MFFs) Ordinance. 

September 23, 2025 - The City Council received a comprehensive presentation on the current and proposed regulations, as well as community engagement efforts, encouraged areas for MFFs, penalties, enforcements, and next steps.  

November 19, 2025 - Staff hosted a virtual informational meeting to provide an overview of the proposed ordinance plus a live Q&A session with attendees. A recording of the virtual meeting and presentation materials are found here:

December 2, 2025 - Staff hosted an in-person informational fair at the Billy Jean King Main Library designed for food truck and mobile food facility operators. Attendees had the opportunity to visit department staff tables to ask questions and, where possible, begin completing paperwork that may be required once the MFF ordinance is adopted and implemented. 

TBD – Staff will bring back the draft ordinance to City Council for review and first reading. Upon approval of the ordinance this webpage will serve as the one-stop shop for resources and other information related to Mobile Food Facilities.
