CANNABIS SHARED-USE MANUFACTURING LICENSE
Shared-use manufacturing allows different businesses to make cannabis products in the same building.
Activities Allowed
You can use a shared-use facility for:
- Infusions: Making items like cookies, cakes, or gummies.
- Packaging & Labeling: Preparing products for sale.
- Extractions: Using butter or food-grade oils.
How the Shared Space Works
To keep the facility organized and safe, all businesses must follow these rules:
- Only one business can use the shared area at any given time. Businesses must take turns using the space and equipment.
- The Principal Licensee will choose a specific area for shared use.
- A schedule must be clearly posted. This schedule must show exactly which days and times each Operator Licensee will be using the space
LICENSE TYPES:
Each manufacturing business must have a separate license from the City and Department of Cannabis Control, pursuant to Section 5.92.1210 of the Long Beach Municipal Code.
1. Principal Licensee: This is the owner and operator of the shared-use facility.
- Allowed Operations: Type 7 (Volatile), Type 6 (Non-Volatile), or Type N (Infusions).
- Responsibility: They are responsible for all activities that take place in their facility, including work done by Type S Operators.
2. Operator Licensee (Type S): These businesses use a Principal Licensee’s facility to conduct their work.
- Allowed Operations: Type 6 (Non-Volatile), Type N (Infusions), and Type P (Packaging & Labeling).
- Requirement: You must name the Principal Licensee’s facility where you will be working
PHASE 1 – PRINCIPAL LICENSEE APPLICATIONS
Applications are currently being accepted for Principal Licensees interested in operating a shared use manufacturing facility. Principal Licensees must be in good standing and have an active cannabis manufacturing license (i.e., Type 7, Type 6, Type N, or Type P) issued by City AND active provisional or annual license issued by the Department of Cannabis Control. Applicants with a pending cannabis manufacturing license are NOT eligible to apply as a Principal Licensee.
Applications will be accepted on a rolling basis.
PHASE 2 – OPERATOR LICENSEE APPLICATIONS
The City will begin accepting Operator applications once a list of approved Principal Licensees is ready.
Early Access for Equity Businesses
For the first year, applications will be open only to verified Equity Businesses. This priority period ends after one (1) year or once fifteen (15) Operator licenses are issued, whichever happens first.
Principal and Operator Licensees must both agree and sign the operating conditions in the application. Failure to abide by the operating conditions may result in suspension and revocation of the license for the Principal and/or Operator Licensee.
Operator Licensees can only manufacture cannabis products that fall under the Principal Licensee's approved license from the City and Department of Cannabis Control.
