CANNABIS SHARED-USE MANUFACTURING LICENSE
Shared Use Manufacturing allows multiple licensed manufacturers to produce cannabis products from a single facility. The following operations can be conducted at a shared use facility:
- Infusions (ex: making cookies, cakes, gummies, etc.)
- Packaging & Labeling
- Extractions using butter or food grade oils
Operator Licenseesat a shareduse manufacturing facility must take turns operating at the facility and using the shared equipment. The PrincipalLicensee will assign a designated area to be used as shared space. An occupancy schedule, outlining the days and/or times that the space will be used by Operator Licenseemust be posted. Only one licensee can utilize the space at a time.
LICENSE TYPES:
Principal Licensees are the owners and operators of the shareduse manufacturing facility. They are licensed cannabis manufacturers conducting Type 7 (Volatile Extraction), Type 6 (Non-Volatile Extraction), or Type N (Infusions)operations and are responsible for all activities performed by Operator Licensee (Type S Licensees) at their facility.
Operator Licensees (Type S licensees)are allowed to perform Type 6 (Non-Volatile Extraction), Type N (Infusions), and Type P (Packaging & Labeling) manufacturing. The licensee must identify a primary licensee's facility to conduct their manufacturing operations.
Each manufacturing business must obtain a separate license from the City and Department of Cannabis Control, pursuant to Section 5.92.1210 of the Long Beach Municipal Code.
PHASE 1 – PRINCIPAL LICENSEE APPLICATIONS
Applications are currently being accepted for Principal Licenseesinterested in operating a shared use manufacturing facility. Principal Licensees must be in good standing and have an active cannabis manufacturing license (i.e., Type 7, Type 6, Type N, or Type P) issued by City AND active provisional or annual license issued by the Department of Cannabis Control. Applicants with a pending cannabis manufacturing license are not eligible to apply as a Principal Licensee.
Applications will be accepted on a rolling basis.
PHASE 2 – OPERATOR LICENSEE APPLICATIONS
Applications for Operator Licensees will open once the City has established an approved list of Principal Licensees.
Note: Applications for Operator Licensees will first be accepted by verified Equity Businesses for a period of one (1) year or until fifteen (15) Operator Licenses have been issued, whichever occurs sooner.
Principal and Operator Licensees must both agree and sign the operating conditions listed in the application. Failure to abide by the operating conditions could result in suspension and revocation of the license for the Principal and/or Operator Licensee.
Operator Licensees may only manufacturer cannabisin accordance withthe Principal Licensees approved license from the City and Department of Cannabis Control.
