Cannabis Manufacturing License


Cannabis manufacturers produce, infuse, and extract cannabis and cannabis products. Manufacturers can produce edibles, topicals, oils, and other cannabis products. 

Long Beach currently allows non-volatile, mechanical, and volatile extraction. 

In addition, manufacturers can perform infusion-only services to produce edibles or other cannabis products.

Want to do both adult-use and medical manufacturing?

Existing medical cannabis manufacturers in Long Beach may apply to co-locate (perform both medical and adult-use manufacturing). Effective February 9, 2019, any medical manufacturer that applies to conduct adult-use manufacturing must meet the new zoning and location requirements for adult-use cannabis businesses.


What type of manufacturer are you? 

Volatile Extraction (Type 7)

Extraction using volatile solvents such as butane, propane, hexane, etc. The business can conduct all the other manufacturing activities listed below. 

Non-Volatile Extraction (Type 6)

Extraction using a mechanical method (such as a press) or extraction using non-volatile solvents (such as carbon dioxide, ethanol, etc.). The business can conduct infusion and packaging & labeling also. 

Infusion
(Type N)

Infusing cannabis to make cannabis products such as edibles, lotions, etc. No extraction is occurring at the facility. The business may also conduct packaging and labeling. 

Packaging & Labeling
(Type P)

Packaging and labeling cannabis products only. 

 


Application Process Overview

Step 1

If applying for an adult-use cannabis business license, determine your status as an Equity Business through the Office of Cannabis Oversight. 

Step 2 Submit a completed Cannabis Manufacturing Business License Application along with all supporting documents by mail to the Long Beach Business License Division.

Step 3 After submitting the application to Business License, Zoning reviews the business location for buffers, zoning, and parking requirements
Step 4 Receive a bill in the mail and submit check for application fees
Step 5 Business License will review the application and all supplemental documents for completeness.  
Step 6 The applicant will receive an email and letter from Business License that the application is complete and can proceed in the process. 
Step 7

Once the application is deemed complete, the applicant will receive a Letter of Local Authorization to apply for a State cannabis license.

Step 8 The applicant continues through the Department Reviews & Inspections process.
Step 9

Department inspections are finalized, and departments submit their approvals in the online licensing system. 

Step 10

The business license is mailed to the business in 3 to 5 business days.
