
Cannabis Distribution License
A cannabis distributor may transport, store, package, and label cannabis goods. In some cases, a distributor may be responsible for coordinating the testing of cannabis products and performing a quality assurance review of the products before they are distributed to a retailer.A licensed distributor can only distribute cannabis goods, cannabis accessories, and other cannabis licensees’ branded merchandise or promotional materials.

Existing medical cannabis distributors in Long Beach may apply to co-locate (perform both medical and adult-use distribution). Effective February 9, 2019, any medical distributor that applies to conduct adult-use distribution at their proposed or existing location must also meet the new zoning and location requirements for adult-use cannabis businesses.

Transport-Only DistributorA "Type 13" Distributor according to the State is only allowed to transport cannabis products between other cannabis licensees. However, a Transport Only Distributor cannot transport any cannabis goods except for immature cannabis plants and seeds to a licensed retailer. |
Application Process Overview
Step 1 |
If applying for an adult-use cannabis business license, determine your status as an Equity Business through the Office of Cannabis Oversight. |
Step 2 | Submit a completed Cannabis Distribution Business License Application along with all supporting documents by mail to the Long Beach Business License Division. Long Beach City Hall |
Step 3 | After submitting the application to Business License, Zoning reviews the business location for buffers, zoning, and parking requirements. |
Step 4 | Receive a bill in the mail and submit check for application fees. |
Step 5 | Business License will review the application and all supplemental documents for completeness. |
Step 6 | The applicant will receive an email and letter from Business License that the application is complete and can proceed in the process. |
Step 7 |
Once the application is deemed complete, the applicant will receive a Letter of Local Authorization to apply for a State cannabis license. |
Step 8 | The applicant continues through the Department Reviews & Inspections process. |
Step 9 |
Department inspections are finalized, and departments submit their approvals in the online licensing system. |
Step 10 |
The business license is mailed to the business in 3 to 5 business days. |
