Disadvantaged Business Enterprises

October 3, 2025 Updates to the Disadvantaged Business Enterprise Program:
The U.S. Department of Transportation issued an Interim Final Rule making changes to the Disadvantaged Business Enterprise 
(DBE) and Airport Concession DBE (ACDBE) Programs.

Effective October 3, 2025, DBE contract goal setting, counting, along with DBE monitoring and compliance, is suspended. During the suspension, there will be:

• No Contract Goals
• No Good Faith Effort Evaluation
• No Counting of DBE Participation
• No Monitoring of DBE Program Compliance
• No DBE Forms Submission

The City will provide updates as additional guidance becomes available from the U.S. Department of Transportation.

The City of Long Beach Airport proposes an overall triennial goal for federal fiscal years 2024-2026 of  9.6% for Disadvantaged Business Enterprise (DBE) participation on Federal Aviation Administration (FAA)-funded airport construction projects. See Public Notice
