City-Owned Surplus Land

When the City of Long Beach determines a property is no longer required for the City's use, the City will initiate the disposition process, pursuant to the State Surplus Land Act. Following the declaration of surplus during a public hearing, the City must provide a Notice of Availability to eligible entities, including the California Department of Housing and Community Development (HCD), any local public entity within the jurisdiction where the surplus local land is located, and developers who have notified HCD of their interest in developing affordable housing on surplus local land. Property offerings are conducted periodically and are based on various factors including public interest, convenience, and necessity. Properties are offered for sale by either a Request For Proposal (RFPs) or through Broker Listings. Please note Request For Proposals are released through the City's Purchasing Division.
