We are seeking proposals for a One-Stop Operator (OSO) to support with coordinating and delivering services for our Workforce Innovation Network (LBWIN) Adult Career Services Center (4811 Airport Plaza Dr., Ste. 120).

Facilitated by the Department’s Workforce Development Bureau, the LBWIN Adult Career Services Center is part of the America’s Job Center of California (AJCC) network and serves as a one-stop shop for no-cost job and training services under the Workforce Innovation and Opportunity Act (WIOA). The OSO will support operations with a range of duties to ensure the successful coordination and service delivery of workforce programs and services, enhance partnerships, strengthen experiences for job seekers and maintain customer-centered service excellence. The OSO will serve for a two-year period with the option to renew for two additional one-year periods.

Qualified respondents are encouraged to submit proposals electronically through the City’s vendor portal, Long Beach Buys by 11 a.m. on May 15, 2025. The LBWIN Adult Career Services Center offers comprehensive support to adults seeking employment, career advancement and job training. Services include career counseling, job placement assistance, resume workshops and interview preparation. As integral components of the WIOA, LBWIN and the AJCC are committed to enhancing and strengthening the public workforce system. LBWIN serves an average of 2,000 adult customers annually, encompassing both enrolled and unenrolled individuals who participate in hiring events, job fairs, workshops and other workforce services.
