Lights, Camera, No Action Pilot Program

The Lights, Camera, No Action Pilot Program, launched by the Office of Councilmember Kristina Duggan and administered by the Community Development Department's Neighborhood Services Bureau, is a pilot program to issue rebates for residents, businesses, nonprofits, and religious institutions, located in the 3rd District of Long Beach, to purchase and install cameras or lighting that will improve the safety of the neighborhood. All applications are reviewed and approved by 3rd District Neighborhood Watch volunteers. 

The purpose of the Lights, Camera, No Action Pilot Program is to improve safety in our communities. Through increasing effective lighting and security measures, we aim dissuade criminal activity and assist law enforcement.

The program provides a rebate of up to $100 per address to cover the cost of purchasing a camera and/or lighting. If the camera or lighting is less than $100, the rebate will cover the cost of the equipment including any applicable tax.

The rebate does not include installation, additional storage, accessories, or any cameras and/or lighting that are purchased, but not installed on the exterior of the property or that do not face a public space (i.e. inside a house or in a private backyard without any view of the street/alley). 

The application process is optimized for cell phones but can also be completed on a computer. Submitting the initial application takes about 5 minutes, with an additional 5 minutes to submit verification.

Program Requirements

Requirements

To be eligible for a rebate, the property must be located in the 3rd District as the program is funded by the Office of Councilmember Krisina Duggan. To be eligible for the rebate, cameras and/or lighting must not be installed prior to receiving approval for this program. Once approval is received, the applicant has 60 days to show the cameras and/or lighting were installed at the approved location.

Cameras and/or lighting must monitor or illuminate the exterior of the property and must monitor or illuminate a space that is not entirely fenced in or private. All cameras and/or lighting must be installed following all laws and regulations.

You must answer all questions in the application, and provide a copy of the receipt showing the number of lights and/or cameras purchased, and the cost to be reimbursed. Only one application per property address is eligible.

Restrictions and Acknowledgements

Applicants must be an owner or tenant of a property that is used as a residence, business, nonprofit, or religious institution located in the 3rd District of Long Beach. Applicants who are tenants must provide documentation from the property owner or property manager approving the installation of the camera and/or lighting on the property. 

By participating in this program, the Applicant acknowledges that they will not use the camera for any unlawful or harassing purposes and will comply with all applicable building and electrical code requirements.

Camera Specifications

Camera must retain video footage for at least forty-eight (48) hours. Some systems may require the purchase of cloud-based storage plans. The cost of these plans is not reimbursable. All cameras must monitor the exterior of the residence/building. If installing a camera outdoors, we strongly recommend purchasing a camera that is designed for the outdoors as opposed to modifying one designed for indoor use.

Lighting Specifications

All lighting must have the capability to be activated by motion sensor or illuminate dawn to dusk.


Application Process

To apply for a rebate, complete the following four steps. 

Step 1: Apply.

The application will include documentation of: proof of address, picture(s) of the location where the equipment will be installed, picture(s) of the location where the equipment will be monitoring or illuminating, and approval from landlord if applicable. 

Step 2: Receive approval message and install equipment.

After your application is reviewed and approved, you will receive an approval message. Once the approval message is received, you have 60 days to install the camera and/or lighting and submit verification.

Step 3: Submit verification within 60 days of receiving approval. 

Once your verification is submitted, you will receive an email confirming its approval. Verification requires proof that the cameras and/or lighting were installed as approved, along with a receipt detailing the number of lights and/or cameras and the costs to be reimbursed.

Step 4: Receive rebate.

Once your verification is approved, Community Development Department's Neighborhood Services Bureau will process the rebate check. The rebate check may take up to 45 days following approval of the verification.


Frequently Asked Question

1. What if some of my cameras/lighting are installed inside my house or only facing a private area?

Rebates will be given only for the equipment that are installed to monitor or illuminate the exterior of the property and facing an area that is primarily a space accessible to the public. For example, if you purchase 2 cameras for $100 but install one camera that only monitors a private area – like a backyard- and one camera that faces your front yard and the street in front of your house, you are eligible to receive $50 (1 rebate per address).

2. What if I bought cameras or lighting on a payment plan?

If you purchase your camera on a payment plan, please reach out to staff requesting an extension to the 60-day timeline. The rebate will be processed when the payment plan is paid in full.  Rebates will not be made for leased or rented equipment.

3. Do I have to purchase a specific type of camera or light?

While there is no requirement for a specific type or brand of equipment, there are some minimum specifications required to be eligible for a rebate. See the program requirements for more information.

4. Do I have to install the camera(s) and/or lighting in a specific location? 

Cameras and/or lighting need to be installed to monitor and/or illuminate the exterior of the home or building and the camera and/or lighting must be facing a public space. For example, a camera only monitoring a private backyard or side yard without any view of a street/alley will not be accepted.

5. How much is the rebate?

Applicants can apply for a camera and/or lighting rebate of up to $100 per address.

6. Can I get reimbursed for more than one camera and/or light? 

Yes. There is no limit on the number of cameras and/or lighting per application, but each application may only receive a rebate up to $100 and a limit of one application per address.  

7. How long will it take to receive approval?

To maximize its impact, the Lights, Camera, No Action Pilot Program is run by 3rd District Neighborhood Watch volunteers that meet monthly to review applications. It may take up to 30 days to receive approval to move forward with installing the lights and/or cameras. 

8. How long will it take to receive the rebate?

After verification is approved, it will take up to 45 business days to receive the rebate.
