City Council Update - May 15, 2019

Here is a look at what happened at last night's City Council meeting:

Micromobility Program:
We had the first reading of our micromobility program ordinance last night, and we’re very excited to move forward with expanding access to e-scooters throughout the city. The pilot program has been really successful, and the Council and City staff have worked hard to prioritize public safety throughout the pilot. The expanded program will require the e-scooter vendors to pay permit fees to operate in the city, and these fees will help us hire a micromobility coordinator and work with operators to meet our objectives for compliance and accessibility.

Streamlining Council Meetings:
We had a lively discussion about how we can streamline our City Council meetings while ensuring that we strengthen the democratic process. City staff conducted a public survey asking residents for suggestions to streamline the Council meetings. Of the 35 meetings in 2018 that the City Clerk analyzed, 12 meetings lasted more than 5 hours and public comment at all of those meetings took less time than Council and staff discussion. We are looking at different ways to adhere closer to Robert’s Rules of Order and make Council meetings more efficient, including timing Council comments.

CSULB Presentation on Homelessness Research:
Students and professors from the Homelessness Ethnographic Research & Education Lab at CSULB presented their research at Council last night. The report showcased findings from a two-year collaboration between the university and the City. Anthropology students conducted community-based research to understand and examine the approaches of the City’s Homeless Services Outreach Team as they worked with people experiencing homelessness throughout Long Beach. Our teams are in the community everyday working to provide services for people who need them the most, and the research project will help the City improve our efforts.

Workforce Demographics:
Our Human Resources and Civil Service Departments provided an annual overview of the City of Long Beach’s workforce demographics for 2018. We have done a great job expanding job opportunities for minorities, decreasing the pay gap between women and men, and increasing diversity in our Police recruits. But we have more work to do as we try to ensure that our City staff reflects the diversity and inclusion we see in the community. The City will continue working to hire and retain black and latinx employees, recruit women into traditionally male-dominated fields, and provide more opportunities for diversity in our Fire recruits.
