Local Regulations
The purpose and intent of the Chapter 5.90, Chapter 5.92 and Section 3.80.261 of the Long Beach Municipal Code (LBMC) is to:
- Regulate the cultivation, possession, manufacture, distribution, processing, storing, laboratory testing, packaging, labeling, transportation, delivery, and sale of cannabis goods for adults twenty-one (21) years of age and over, and co-located medicinal and adult-use commercial cannabis activities, in a manner that promotes and protects the health, safety, and welfare of the residents, neighborhoods, and businesses in the City and mitigates the costs to the community for the oversight of these activities.
- Enforce rules and regulations consistent with State law pursuant to the Medicinal and Adult-Use Cannabis Regulation and Safety Act (MAUCRSA) and any related or successor laws and regulations implemented by the State or any of its departments or divisions.
- Regulate commercial cannabis activity in the City concurrently with the State.
State Regulations
The Department of Cannabis Control (DCC) licenses and regulates cannabis businesses including the:
- Growing of cannabis plants
- Manufacture of cannabis products
- Transportation and tracking of cannabis goods throughout the state
- Sale of cannabis goods
- Events where cannabis is sold or used
- Labeling of goods sold at retail

Note: You must obtain both a local and state cannabis license to open a cannabis business in California (i.e., it is a dual-licensing system).
State Law
The Medicinal and Adult Use Cannabis Regulation and Safety Act (MAUCRSA) is the basic framework for licensing, oversight and enforcement related to cannabis businesses.
