The City Manager's Office plans and directs the implementation of City programs and initiatives in accordance with City Council policies, the CIty Charter, the Municipal Code, and provides leadership for the effective delivery of municipal services for the community.


Meet the City Manager

Tom ModicaTom Modica has worked for the City of Long Beach since 2002, when he was first hired as a Management Assistant. In his subsequent years with the City, Tom has served in a number of roles, including Deputy City Manager, Acting Director of Development Services, and Assistant City Manager.

During his tenure with the City, Tom has led the organization on issues such as water quality improvements, financial planning and budgeting, government and public affairs, the City's Land Use Element, planning and implementation of the Long Beach Civic Center project, coastal area project development, and coordination of housing policies including affordable housing, tenant assistance, short term rental, and addressing homelessness.

Tom has served in the City Manager role since September 2019. During his time as City Manager, Long Beach has served as a national example for the COVID-19 response and recovery; recovered tourism to exceed pre-pandemic levels; secured the 2028 Olympic and Paralympic Games; transformed the City's coastal assets; modernized the Long Beach Airport modernization resulting in "America's Coolest Airport"; revitalized the Queen Mary making her profitable for the first time in 40 years; oversaw the City's historic $1 billion investment in infrastructure; led a reformation of the City's 109-year-old fractured hiring system; and facilitated a huge growth in housing and investment in Long Beach, becoming the region's most affordable City.

Tom is focused on achieving the Mayor and City Council's top four priorities of Public Safety, Housing and Homelessness, Economic Development and Infrastructure through strategic planning, innovation, constant communication, and leadership and support of the City's amazing 6,500-person workforce.

Tom hails from Tucson, AZ, has a Master's degree in Public Administration from the University of Arizona, and lives in Long Beach with his family.
