During labor negotiations in 2014, between the City of Long Beach and the International Association of Machinists Union for a successor MOU, the IAM filed an Unfair Practice Charge with the Public Employment Relations Board. The IAM alleged that the City was engaging in bad faith bargaining through unnecessary delay in scheduling bargaining sessions, refusing release time for employees and unilaterally cancelled a bargaining session. An Administrative Hearing was held with PERB and after two days of hearing testimony from each party’s representative, the Administrative Law Judge rejected all the allegations brought by the IAM and dismissed the IAM’s complaint after finding that the City did not engage in bad faith bargaining.
