Background and Experience

Howard Russell is a Principal Deputy City Attorney who represents the City of Long Beach and city employees in civil actions, such as: civil rights, police liability, employee negligence, and public property liability.

Before joining the City Attorney's office, Mr. Russell served more than ten years as a Judge Advocate in the United States Marine Corps. While on active duty, Mr. Russell prosecuted and defended service members in criminal cases, as well as providing legal assistance to service members and their families. Mr. Russell also served as general counsel for the commander of a Marine Expeditionary Unit, providing advice on international law, the law of armed conflict, use of force, and administrative law.

Mr. Russell is a Colonel in the Marine Corps Reserve, and is a veteran of Operations Iraqi Freedom and Enduring Freedom. He is currently assigned as a reserve Military Judge.

Mr. Russell is a member of the State Bar of California and the UCLA Alumni Association.

Education

Mr. Russell is a 1992 graduate of the UCLA School of Law. He received his B.A. in Political Science, magna cum laude, from UCLA in 1989.
